A Decade of the Doctrine: The Surgical Strikes at Ten
On the night of 28-29 September 2016, Bharatiya Army Special Forces crossed the Line of Control and struck terrorist launch pads in Pakistan-occupied Kashmir. It was not the first time Bharat had acted. But it was the first time Bharat said so publicly. That deliberate disclosure revised the strategic calculus. Costs would be imposed. And the adversary would be told.
Ten years later, Operation Sindoor carried Bharat's response deep into Pakistani territory. The arc from the surgical strikes to Operation Sindoor is the arc of a strategic culture in transformation.
Seema Sanghosh English invites original essays examining this decade of doctrinal evolution. We welcome rigorous analysis engaging with questions such as: What did the 2016 surgical strikes actually change, and what did they leave unchanged? How has the threshold of tolerable provocation shifted between 2016 and 2026? What does Operation Sindoor reveal about the maturation of Bharat's deterrence posture? Where does the doctrine go from here, and what are the risks of overconfidence in a nuclear neighbourhood?
We are not looking for celebratory accounts. We are looking for evidence-based analysis that takes the full complexity of this decade seriously.
Submission Guidelines
Word limit: 700 to 1,000 words. Submissions must be original and not simultaneously under consideration elsewhere. A brief author biography of no more than eighty words and one photograph must accompany the submission.
