Sovereignty Beyond the Weapon: India’s Transition to System-Centric Warfare

For decades, India’s military modernisation was assessed largely through platforms: the number of fighters, missiles, ships, artillery systems, and air-defence batteries it possessed. That approach is becoming less useful. Contemporary warfare is shaped not only by the quality of individual weapons but by the ability to connect detection, decision-making, and precision strike under operational pressure.
This is the broader meaning of India’s gradual transition from platform-centric to system-centric warfare. In a platform-centric model, each capability is usually evaluated on its own a fighter aircraft, a radar, a cruise missile, or a drone. In a system-centric model, the military value of these assets depends increasingly on how effectively they are connected. Satellites, radars, airborne sensors, and unmanned systems identify targets; communications networks transmit data; command-and-control systems build an operational picture; and commanders select the most suitable strike option. Sensors then help assess the result and support further action.
Precision, in other words, is not simply a characteristic of the munition. It is produced by the wider military system.
India is gradually assembling many of the components required for such an architecture. This matters beyond the tactical level. A more integrated force can shorten decision cycles, distribute striking power across several domains, and give political leaders a broader range of military options. It may also improve India’s ability to conduct limited and calibrated operations without immediately moving toward large-scale escalation.
The country’s expanding inventory now includes precision-guided munitions, long-range strike systems, loitering munitions, electronic-warfare capabilities, layered air defence, and a growing range of unmanned platforms. The Ministry of Defence’s 2025 review presented that during Operation Sindoor, the Indian Air Force’s Integrated Air Command and Control System reportedly operated alongside the Army’s Akashteer and the Navy’s Trigun, producing a shared operational picture across the three services.² This offers a clearer indication of system-centric warfare than any individual missile or drone: the operational value emerged from the connection between sensors, networks, commanders, and effectors.
These claims should not be accepted uncritically. They form part of the Indian government’s own strategic narrative and cannot substitute for an independent operational assessment. Even so, they are important because they reveal how New Delhi wants to define the future direction of the armed forces.
Drones are central to this shift. They are not merely cheaper substitutes for crewed aircraft. They can support intelligence, surveillance, reconnaissance, target acquisition, communications relay, strike, deception, saturation, and battle-damage assessment. In a system-centric model, the drone is better understood as a node within a wider operational network, connecting information to fire. India’s post-Sindoor procurement priorities reflect this logic, with greater attention to drones, counter-drone systems, precision ammunition, surveillance, electronic warfare, and loitering munitions.
The central challenge, however, is no longer simply to develop or acquire advanced platforms. It is to integrate them across services, commands, and operational domains. Jointness remains incomplete, while interoperability is complicated by India’s diverse supplier base. Communication networks must remain functional under electronic and cyber disruption, and successful trials do not automatically translate into large-scale operational capability.
The Ministry of Defence has identified 197 initiatives intended to strengthen integration across operations, intelligence, communications, logistics, maintenance, training, and capability development. This suggests that the reform effort is serious. It also shows how much institutional work remains unfinished.
This is where Atmanirbhar Bharat acquires a deeper strategic meaning. Self-reliance cannot be measured only by whether India manufactures a missile, drone, radar, or aircraft. Military sovereignty also requires control over software, data, communications standards, maintenance systems, and command architecture. Without such control, even indigenous platforms may remain dependent on externally supplied technologies or fragmented operational networks.
India’s precision shield will therefore not be built by weapons alone. Its success will depend on whether sensors, networks, commanders, and strike assets can operate as a coherent and adaptable system. The real test of Atmanirbhar Bharat is not simply whether India can manufacture the platform, but whether it can control and improve the architecture that connects information to action.
